Građevinsko-tehnička regulativa, sistem kvaliteta i akreditacija laboratorija

Abstract

Ulazak u Evropsku uniju podrazumeva preuzimanje najmanje 80% evropskih standarda u sistem nacionalnih standarda. Novim evropskim direktivama utvrđuju se osnovni zahtevi koje proizvod na evropskom tržištu mora da zadovolji. Direktiva 89/106/EEC se odnosi na građevinske proizvode. Utvrđivanjem usaglašenosti (modulski princip) i stavljanjem CE znaka na proizvod obezbeđuje se zadovoljenje osnovnih zahteva propisanih u evropskim direktivama. Najviše modula zahteva da ocenu usaglašenosti vrši treća strana -notifikaciono telo. Sistem sertifikacije je ocena usaglašenosti proizvoda preko treće strane, a u skladu sa odgovarajućim tehničkim specifikacijama. Direktiva 89/106EEC predviđa sisteme sertifikacije 1+, 1, 2+, 2, 3 i 4. Harmonizovani standardi koji proizilaze iz Direktive 89/106/EEC sadrže informativni dodatak (ZA) iz koga proizvođač vidi koji su sve potrebni zahtevi koje proizvod mora da zadovolji da bi dobio CE znak. U našoj zemlji se trenutno prevodi 68 standarda iz oblasti građevinarstva koji proizilaze iz Direktive 89/106/EEC. Poslednjih 30 godina se radi na uspostavljanju jedinstvenih normi za projektovanje na nivou Evrope. Rezultat toga su Evrokodovi (EC) za konstrukcije. EC2 koji se odnosi na betonske konstrukcije se u pogledu betona kao materijala oslanja na standard EN 206-1. U narednom periodu nas očekuje donošenje tehničkog propisa koji se poziva na odredbe ovog standarda, a treba da zameni PBAB '87. Takođe, potrebno je usvojiti nove harmonizovane standarde za agregat, cement, dodatke, ispitivanja svežeg i očvrslog betona, odnosno sve standarde na koje se poziva EN 206-1.

Becoming a part of EU cannot be done without accepting of at least 80% of European standards into system of national standards. New EU Directives define the basic requirements that the product must satisfy for the European market. Directive 89/106/EEC refers to construction products. Attestation of conformity (modular principle) and marking the products with CE mark provides fulfillment of the essential requirements prescribed by European directives. Attestation of conformity (AOC) for the largest number of modules should be done by the third party - notified body. AOC System is an assessment of the product through the third party and in accordance with the relevant technical specifications. According to Directive 89/106EEC there are 1+, 1, 2+, 2, 3 and 4 AOC Systems. Harmonized standards which come from Directive 89/106/EEC have informative annex ZA which lists all the necessary requirements the product has to fulfill in order to get CE mark. At the moment 68 civil engineering standards coming from Directive 89/106/EEC are being translated in our country. For the last 30 years there has been a work going on to establish common norms for design in Europe. The results are Eurocodes (EC) for structures. When it comes to concrete as material, EC 2 which refers to concrete structures leans on EN 206-1. In the following period, the new technical regulation is expected which refers to items of this standard and should replace PBAB '87. Also, new harmonized standards for aggregate cement, admixtures, testing of fresh and hardened concrete, i.e. all standards to which refer EN 206-1, should be introduced.
